Research On Nature Disaster’s Emergency Management Of Local Government

Nature disaster is one of the most serious social problems today. A great variety of nature disasters occur very often in our country. With the rapid development on economic and social progress, nature disaster become more and more dangerous, which threat not only people’s life and property but also social stability. The development of our economy could be restricted too. Local government is the command center and the central nervous system; however this critical system is imperfection in dealing with nature disaster. The inevitable choice of disaster prevention and relief is to study nature disaster’s emergency management. By this way, local government can strengthen the ability of disaster prevention and relief to reduce the loss maximally and to promote economic development. It also can increase credibility and prefect function of government to build a harmonious society. So, to research this emergency management of nature disaster will have the importantly theoretical and realistic significance.The way of thinking in this paper is to propose question, analysis question and solve question combining the method of theory with practice. Firstly, it analysis the problems which existed in government, as some local governments that neither establish the early-warning mechanism nor prepared well spend a lot of money after it happed. Some other local governments ignore the non-government organization in emergency management, or some still have the problems of poor decisions, unresponsive and accountability countless. Secondly this paper compares the remarkable achievement on mechanism and strategy of emergency management with some domestic and external places, such as United State, Japan, Beijing and Hong Kong. Finally using the management theory of three phase construct the emergency management framework and puts forward some suggestions on how to prefect our local government’s emergency management of nature disaster.
