"Women can hold up half." As an important part of leading cadres, training and selecting women leaders have be included in governments’work agenda as a strategic objective. As a shoulder to carry the party’s line to the masses, leaders of the party and government administration play a crucial guiding role for the development of the society and the country. How to train and select scientificly female leaders of party and government administration and to improve the quantity and overall quality is an important issue that the public sector human resource management is currently facing.Training and selecting women leaders of party and government administration is a systematic project, involving broadly and complexly. Today, the specialized literature researching on training and selecting women leaders in party and government administration is still relatively few, little analyze systematically the status of training and selecting women leaders of party and government administration from the theoretical level, little involved in researching countermeasures for training and selecion women leaders of party and government administration, which can’t well guide our practical activity. This study hopes that has some theoretical significance to improve the training and selecting women leaders of party and government administration. In addition, studying on this problem comprehensively, in-depthly, systematicly is requirement of adapting to change of personnel administration in public sector, is requirement of realizing to train and select women leaders, is requirement of achieving rational allocation of public sector of human resource, is requirement of achieving sustainable social development. It has necessarily practical significance.The study will look women leaders holding a leading post in party and government as the researching subject, closely connecting with specific problems arising in reality. Based on collecting a large number of documents and data information, using the learned knowledge, it will take women’s emancipation mind of Marxist classical writers, social gender theory, system theory, human resource development theory as the foundation, utilizing the methods of theoretical analysis and empirical analysis, comparative analysis, systematic analysis, induction, reasoning and deductive. It will analyze the status quo of training and selecting women leaders of party and government administration in present stage, then describe the achievements of training and selecting women leaders of our party and government administration, analyze the main problems of training and selecting women leaders of party and government administration and identify four reasons for constrainting the development of female leaders in political, social, historical and their own perspective. It will fully learn from the experience of training and selecting women leaders in foreign administrative areas. On the basis of those, playing the role of combining the government’s macro support and women’s active participation, it will put forward a series of countermeasures and suggestions in four aspects, which are policies, supporting system, the social environment and women leaders’ self-building of improving training and selecting women leaders of party and government administration. It hopes to promote the optimal allocation of leaders, effectively use and protect women leaders, improve the efficiency of training and selecting women leaders of party and government administration, realize the political equality in gender and achieve the objective of constructing social and political atmosphere of harmonious gender.
