On Study Of Public Evaluation Mechanism In Local Government Performance

Since1990s, as the government and market, government and public relationship changes, and also citizen’s democratic consciousness gradually strengthens, the government public affairs governance mode has been changing accordingly. The government is given responsibility to take in more public participation in administrative and pay more attention to public service quality and customer satisfaction.In the push of this trend, western countries raised "government reengineering" boom. They widely brought in public participation. From1998, China also started the public comments in various places, which produced strong reaction in society. However, due to the theoretical study and related system construction lags behind, practice results were inefficent. Therefore, to discuss the difficulties of this mode and put forward countermeasures to guide and regulate the practice are especially important and urgent.This paper, taking the mass rise of domestic and overseas government practice for public comments as the background and under the perspective of the public participation theory, firstly defines the concept and basic connotation of public evaluation model and builds analysis framework. And then, through the whole observation of national public evaluation practice and from the angle of system construction, this paper discusses the reasons why this model encountered hardship. Afterwards, this article takes the "one hundred people evaluation organ" activity in F city as a case to study and analyse. Finally, from the subjects and scopes, programs, methods, contents and objects, and system supplies of the evaluation these five aspects, this paper presents the thinking and strategy on how to optimize the public evaluation mechanism.
