Discipline Inspection Commission and Supervision Department of Sichuan province bulletined eight typical cases in violation of administrative efficiency construction regulations on July15,2009. Among them, the first was that a batch of civil servants were surfing the Internet during work time under the eyes of the government affairs service center of the window. Experts explain this is due to job burnout. Civil servants’ job burnout situation has been unoptimistic since it was paid close attention to by domestic scholars in2004. However, it is well known that civil servants’ work has been a dream profession for Chinese people, and the participants of the civil service examination increased year by year. Why the job burnout level of civil servants who have such attractive career is so high? This phenomenon has caused my research interests.In1974,"Job burnout" was first proposed aiming at the workers of helping industry by Freudenberger, a clinical psychologist of the United States. In the1990s, study of job burnout extended to the medical, computer technology, military and other fields. At present, the domestic scholars’ research on job burnout is focused on the medical staff and teachers. There is not much about civil servants’ job burnout study, and the empirical research is less. So, this paper of empirical study on the relationship between civil servants’ job burnout and its antecedent and consequence variables, not only provides a new way of thinking for job burnout theory, but also brings in some targeted management suggestions and counter-measures to ease civil servants’ job burnout degree and improve their work efficiency and work enthusiasm. The study has important theoretical and practical significance for human resource management of the public sector.On the basis of a large number of literature reading and analysis, this study established the concept model of civil servants’ job burnout. Later, this study interviewed and questionnaire part of civil servants, and these laid the further foundation for research. Then, this study conducted the formal questionnaire survey of324civil servants adopting the method of random sampling, and analyzed and discussed the relationship between civil servants’ job burnout and its antecedent and consequence variables using internal consistency analysis, exploratory factor analysis, confirmatory factor analysis, correlation analysis and regression analysis and so on. The results show that:the choleric temperament type and melancholic temperament type have significant positive effects on job burnout, and the phlegmatic temperament type has a significant negative effect on job burnout; Leadership style and its each dimension have significant negative impact on job burnout; Performance evaluation mechanism has a significant negative effect on job burnout; Formalism style have significant positive effects on job burnout; Job burnout and its each dimensions have significant negative effects on job performance and government execution. Finally, this research offered some targeted management suggestions and countermeasures for the government departments according to the results of the empirical research.
