Motives And Reasons Research Of Citizen Participation In The Government Performance Evaluation

As an important means to improve the quality of government services and government management performance, citizen participation in government performance evaluation—an reform pattern of the administrative system—got the attention of governments and scholars in the world. So as China, over the last decade, government departments at all levels and academia are also actively carrying out on theoretical exploration and practical attempting to the phenomenon of citizen participation in the Government Performance Evaluation, and achieving some success, promoting government performance, but there are still many problems. Poor passions of citizen participation and low positive initiative have become important factors to restrict citizens to participate in the activities of the Government Performance Evaluation. Therefore, in order to improve the motives of citizen’s, we must examine the motives and reasons to promote citizen participation and factors constraining citizen participation, this has important theoretical and practical significance for promoting citizen participation in government performance evaluation.Citizen participation in government performance evaluation in China has still been in junior stage, belonging to a limited engagement level. Overall, the ability of citizen participation is not strong, the awareness of part of citizen participation are still in a state of fuzzy or no sense of participation, coupling with the lack of transparency in government information, and no enough smooth channels for participation, as well as some government departments do not attach importance to the assessment results, etc., these factors lead to citizen participation is not optimistic. Basing on the empirical research to part of the citizens of Jiangnan District, Nanning participation in government performance evaluation, analyzing and discoursing the internal and external motives and reasons of promoting citizen participation in, deeply discussing of the problems and the factors of constraining citizen participation in. On this basis, targeting to propose the measures to improve citizens’motives in our country to participate in the Government Performance Evaluation from three levels of government, citizen and system.
