Research On The Effectiveness Of Citizen Participation In Local Government Performance Evaluation Based On The Study In Nanjing

As the important format of citizen participation in government performance evaluation,the activity of “million people appraisal government” in Nanjing has accumulated rich experience at the same time it still has a series of problems during the evolution process of fifteen years.It's a typical case to analyze the effectiveness of citizen participation in government participation.This paper based on the theories of citizen governance,citizen participation and public value-based government performance governance research on the effectiveness of citizen participation in government participation by using the research methods of literature research,field interviews,questionnaire survey,the analytic of hierarchy process and fuzzy comprehensive evaluation.First of all,this paper constructed the evaluation index system of the effectiveness of citizen participation through literature analysis and Delphi method.Secondly,it introduced the general situation of citizen participation in government performance evaluation in Nanjing from the aspects of development history,participation formats and channels,assessment content and results.Then it carried on comprehensive fuzzy evaluation.The results of comprehensive fuzzy evaluation show the effectiveness of citizen participation in government performance evaluation is subordinate to the high-end in the "general" section,close to the level of "good".However,it still has four problems: the accuracy of evaluation results is not good enough,the actual participation is not sufficient and comprehensive enough and the vacancy of re-evaluation and supervision,the actual influence and the effectiveness need to be improved.The reasons are as follows: the defects of assessment content and assessment method,the deficiency and completeness of participation channels,the lack of publicity and feedback of evaluation results,the obstacle of evaluation subject and object.Finally,this paper puts forward suggestions to improve the effectiveness of citizen participation in local government performance evaluation from the three stages of evaluation preparation,evaluation implementation and evaluation result processing.
