Problem Of Citizen Participation In Local Government Performance Evaluation Research In China

In the contemporary world where globalization is prevalent,most countries have introduced citizen participation as an important link in their local government performance evaluation management practice.Citizen participation has become one of the effective means of reforming government management methods in various countries.This link in the local government performance evaluation plays a key role.With the rise of national reshaping government reform movement,the government performance evaluation entered a brand new stage in the mid 1990 s.That is,the focus shifted from the initial pursuit of economic efficiency to the pursuit of "customer satisfaction",quality and public service as the center.From the perspective of international practice,citizen participation is a very important part of the development of local government performance evaluation,or can be said to be an indispensable part of the process of promoting comprehensive reform in our country.Citizens are the most important object of local government services,and also important consumer and service groups of public goods and public services.Therefore,citizen's satisfaction can be regarded as an assessment standard of the government's work,while citizens are local governments The key force in performance evaluation is not only an important subject of evaluation,but also the ability of local government to play a substantial role in the process of performance evaluation.This paper begins with the basic concepts and theories,and briefly introduces the basic concepts of citizen participation,government performance evaluation,citizen participation in local government performance evaluation and civil society theory,democratic administration theory,new public service theory and other basic theories;Secondly,it analyzes the inevitability of citizens' participation in local government performance appraisal from the four aspects of instrumental rationality and value rationality of performance evaluation,performance of local government functions,construction of service-oriented government and improvement of evaluation quality;and then from the state of development and practice in two aspects to clarify the basic situation in China,thus a detailed analysis of China's government performance evaluation of citizen participation in the existing problems,including participation is not strong and limited ability to participate in a narrow range and limited participation costs And the effect is not good and the way of participating in the aliasing and poor communication,the main causes of these problems are not yet mature civil societyconstruction,the adverse effects of traditional political culture,relevant laws and regulations imperfect and performance evaluation system is not perfect,In the field of citizen participation in this area also need to continue to improve;and then introduced the United States,Britain and other developed countries to carry out the practice of citizen participation in the environment and the accumulation of experience,to bridge the gap between developed countries and on the good and the serve China;the last part focuses on a series of suggestions and countermeasures,including civil participant level,government level,legal system level,social basic level and cultural environment level.Citizen participation in local government performance evaluation is a systematic project,which requires multi-party collaboration to promote.It is not only the expectation of the majority of citizens and the direction of the work of the local governments to build a service-oriented government with satisfactory citizenship,so it is imperative to improve the way of citizen participation.
