After the Reform and Opening, a large number of social groups are emerging as an important part of modern Chinese politics. Most social groups act accordance with the Constitution and laws, and play an important role in coordination of interest relations, stability of social order and assertion of rights and interests of social members. Social groups have become one of the important means of government’s social management, an important part of society construction, and also an effective way of building a harmonious society. China is in social transition period, so how to nurture and develop social groups to improve public service capacity of social groups has become the problem to be studied and solved.Corporatism is a theory which concerns the interest politics and focuses on ordering cooperation of state system and functional groups. In analysis of relations between state and society, and adjusting the interest structure of society, corporatism theory has many special merits that matching with Chinese state and society development tendency, and its theoretical content also meets the development status of Chinese social groups. Chinese cultural content of harmony dominant has many similarities with corporatism theory, and also in corresponding with interest separation and integration problem and government’s social management problem. Study of corporatism in China has just begun, but it provides concept framework to the analysis of Chinese modern society. So this paper takes corporatism as the analysis tool, try to use "state-social relation" as the analytical framework, to discuss Chinese social development problem in the transition period.China has nearly2,000national social groups, including200groups with administrative or career establishment allotted by state finance. By the end of March2010, China has a total of239,000registered social groups. All Chinese legal social groups are with quasi-official nature. For Chinese social groups, the western analysis style with "community" concept doesn’t work. Influenced by social environment, Chinese social groups have extensive dual characteristics. Social groups are facing the challenge of:on one hand, to make steady development, on the other hand, to avoid too much intervention of administration system. The present dual management system greatly limits the developing space of social groups so that they can not operate effectively. Now we must find a developing method which could match the status of Chinese social groups, we hope the corporatism be an analysis tool, could provide lesson and support to the development of Chinese social groups, could provide help to realize positive interaction between state and social relations, as soon as possible.
