Compared with the change of economic system reform and social transformation,China changed from a survival-based society into the development-oriented society.But the needs of public service growth rapidly and the public services limited becomea prominent social problems. The public service system is very important. And it isreally necessary to promote positive interaction between the NGO and thegovernment. In the process of public service, the Non-Government Organizations andgovernment’s interaction exist many shortcomings, In the public demand and willexpression phase, Non-Government Organizations’ legitimacy and in dependence, andpublic service channels occlusion were the problem. In the process of the governmentdecision-making, organization and arrangement, the problem is the governmentmistrust and Non-Government Organizations’ limited affects. In the process of thedirect providing, the government monopolization of public resources andNon-Government Organizations’ shortage capacity were the problem. In the publicservice accountability, public service responsibility defining fuzzy and public serviceaccountability mechanism failure were the problem. In order to achieve the benigninteraction, the Non-Government Organizations and government must make efforts ofboth sides. On the hand, the government should change the idea, construct serviceoriented government, Improve the Non-Government Organizations’ and public servicemanagement system. On the other hand, Non-Government Organizations must perfectitself management, expression of willingness to cooperate, strict self-discipline andself monitoring ability. In a word, they owned the same goal--public service to meetthe needs of the public better. So they should interact benign.
