Because of the trend of new public management and new public service promoting,China’s public servants reform has become an important aspect of the governmentadministrative reform, and props to build a service-oriented government and promotenational competitiveness. The civil service system of the developed countries basicallyhas formed both their respective characteristics and common professional system.InChina the professionalization of civil servants is the requirement of nationalimplementation by law.It is one of the most important way to improve publicefficiency and respond to the necessity of reform and development about public civilservants’ management. However, at present, in the process of buildingprofessionalization of civil servants there still exists some problems, such as the loss ofprofessional spirit, the Professional competence construction of no avail, and lack ofprofessional behavior normative. It provides lots of experience for theprofessionalization of civil servants. This article analyzes the causes through toproblems about Chinese professionalization of civil servants. The paper puts forwardthe countermeasures: improving the management mechanism of civil servants, fosteringthe cultural environment of professional civil servants, reshaping the professional civilservants’ spirit, optimizing the effective measures of professional competenceconstruction, strengthening the way of professional standard....
