Professionalization of the civil service is the direction we are moving,and it is also the history proposition that we must face. The future development of China’s civil service must develop along professional way. Professionalization of the civil service can not be achieved overnight,and it also can’t be realized without any efforts.It is a system engineering including many different factors.The success of this project requires multipronged efforts which is conscious, purposeful and systematicThe shaping of a professional civil service is a system including civil servants, shaping environment,cultural atmosphere and better institutional guarantee. This paper chooses the administrative culture as perspective to study the professionalization of the civil service.Because the administrative culture is a determinant to the other factors. Only through the influence of administrative culture, the civil servants can form a standardized professional conduct, professional vocational ability, scientific working attitude and professional spirit, then leads to the civil service professional.This paper is based on the connotation introduction of the administrative organizational culture,professionalization of the civil service and the shaping of professional civil servants.lt chooses some theoretical bases related to professionalization of the civil service as the theoretical background.This paper analyzes the relationship between administrative culture and the shaping of civil service’s professionalization, highlighting the core role ot administrative culture to the shaping work versus the institution building, organization management and the civil servants.Reaveling the institutional guarantee, cultural foundation and practical possibility that we have got,the paper notes that the biggest problem of shaping are the nonscientificity of shaping concept and lack of shaping practice.Finally, the thesis puts the administrative organizational culture on total evidences,and explores the paths to the shaping of the civil service’s professionalization. Content-based administrative organizational culture, from the characteristics, structure and function of administrative organizational culture, combining the relationship between administrative organizational culture and civil service’s professionalization,this thesis chooses three aspects as the paths to the shaping,which includs administrative system culture, administrative spiritual culture and administrative material culture. Improve the civil service’s professional skills based on the administrative system culture; Enhance the civil service’s career competence focused on the administrative spiritual culture;Develop the civil service’s professional image based on the administrative material culture. Through these effective measures,to the civil service we can reshape their professional spirit and ethics, foster their occupational psychology and professional quality,improve their professional ability.And then we can promote the professional development of our civil service,achieving its continuous improvement.
