The People’s Petition Of The Country Of Qinshui In1950s Or1960s

Throughout history, the activity has been in different names and forms of existence. The design concept and operation process of modern Chinese petition system are inclined with respecting to the stable regime and public attention. The overwhelming majority of the Chinese population still lives in the country, for these people, with their contact is not the central government, but the District, county and township level government and village autonomy organization, so only to carry on the detailed analysis, the auther hope to grasp the Chinese Petition System in the primary operation of the true situation.In this thesis, through reading a large amount of historical data and writings, selected domestic similar weak research, in1950s or1960s, in the county of Qinshui in Shanxi Province as an example, combining the domestic scholars on the subject of research, and striving to broaden the perspective to sociology, anthropology and other fields, shows people’s real petition in that time from a different perspective of the petition problem. The author hopes,through letters and the work of the overall operation, inquiry case type as well as at the time of the impact analysis studies, putting forward some own views, to make up for domestic on1950s’or1960s’grass-roots petition which lacks of some deep research, with a view to the future of research related to add bricks and tiles.The full thesis is divided into three chapters. The first chapter mainly takes letters as the research object, through the quantity of1950s’or1960s’ letters and visits, style and content analysis, to conclude the characteristics of that time----the petition has a close combination with the political appeal. The second chapter discussed the forms on letters and visits with government from the staff, the operation of the system and processing method. Although the petition work has some problems, but in the political movement of the situation, the petition work full-time, institution and organization has been further advance. The third chapter is the analysis on letters and visits, the letters themselves, and the impact to the local government and the nation. This article will reproduct and reduce the petition situation in Qinshui County through these carding, so as to more in-depthly understand the relationship between state and people as well as the main social contradiction.
