Research On The Predicament Of Villager Autonomy

The villagers autonomy with Chinese characteristics as a form of democracy at the grass-roots level play an important position in socialist democracy construction and national governance. The democratic elections, democratic management and democratic decision-making, democratic supervision as the main contents of the villagers’autonomy had greatly improved the face of rural China, fully mobilized the farmers’enthusiasm, improved the farmer’s democratic consciousness, and guaranteed the farmer’s democratic rights since the villagers committees of the People’s Republic was issued. However, China’s rural villagers autonomy is a kind of institutional forms of democracy, that is the main body, content, organization form and operation of the villagers autonomy is according to the relevant state laws system arrangement. And, the villagers’autonomy is an unprecedented practice activity. Therefore, it is impossible to design a set of complete system in the beginning. Many problem in the process of current rural villagers’ autonomy is challenge to design of the system of villagers’ autonomy. The predicament of villager autonomy system has become important research direction of the development of the rural reform. Therefore, the study of the villager autonomy system predicament is of great significance, on one hand, we can realize the problems and defects of the villager autonomy in the actual operation currently; On the other hand, through these disadvantages of the villager autonomy system can be improved, we can make the villager autonomy system better protection the democratic right of the villagers, and promote the healthy development of China’s democracy at the grass-roots level.This paper take the MaSen village, Qinyuan city Shanxi Province as an example, form the basic-level party organization construction, democratic decision-making security and coordination of the relationship between the two committees to explore the common questions of the villager autonomy system in rural practice operation and find out the perfect path to consummate the villager autonomy system.The author thinks that the imperfect of system design and the misconduct in the actual operation are main causes of the dilemma on the villager autonomy system.
