The Shensi-kansu-ningsia Border Region During The Anti-japanese War The Public Political Participation And Modern Enlightenment

Political participation is one of the important research topics of contemporary political participation development. Its breadth and depth reflect the extent of a country’s political democracy directly. China’s reform is going to turn toward the political field. So researching and exploring the path to the development of democratic politics, developing and improving the political participation of socialist system are two urgent tasks for China’s political researchers. The principle that sticking to the road of socialism with Chinese characteristics decides the way of political participation’s development in China, it is a way of respecting the country’s conditions and paying more attentions to apply and sum up local’s experience. Because the Shaanxi-Gansu-Ningxia Border Region is a model of political democracy in China’s modern history, it is meaningful for developing and improving the political participation at current stage to study the mode of the public political participation in there.Based on the above, the thesis gives a general description on the political participation of the people in the Shaanxi-Gansu-Ningxia Border Region firstly from the perspective of political science. Then it analyzes the people’s political participation with the guide of political participation theories. At the end of the thesis, there are some enlightenment for developing and improving China’s political participation. The thesis can be divided into four parts:Before the main body this thesis introduces the study’s value and significance, it also shows the study status quo of the border area’s political participation. Different from other studies, it applies the case studies and other research methods to enrich the study in this area.The first part of the main body exposits the relevant concepts firstly. The main content are the definition of political participation, factors affecting political participation and the ways of political participation. As an important political activity of citizens, the development of political participation is limited to many factors, including the objective factors like political system, economic development and social cultural, it also related to the individual citizens’subjective factors like political and economic position, educational level and political psychology conditions. Generally speaking, citizens could participate in government and political affairs by vote, elections, individual contacts, joining the communities and even protest.The second part introduces and summarizes the people’s political participation in the Shaanxi-Gansu-Ningxia Border Region during the Sino-Japanese War. People’s political participation can’t reach the goal in one step, so the Chinese Communist Party’s leadership is particularly important in this period. The party did some works in order to providing essential condition for political participation, such as formulating policies, training capable people, mobilizing participation and education. The main political activities in the period were elections, joining communities and supervisor. This sort of political practice on the one hand demonstrate the awareness and ability of people to participate in politics; on the other hand shows that the development of political participation is gradual, it is needed to follow the law in political practice.The third part selected two pieces of news about the Border area’s village meeting and township council to analysis the actual situation of the public political participation in the war period. Through the whole reports about democratic election, the thesis regards that the Border Region government played an important role in leading and organizing public to participate political affairs. Besides, the public’s enthusiasm and ability for political participation can also be found from the report.The fourth part gives some modern revelation through the comprehensive analysis of the border area people’s political participation:the development and improvement of China’s political participation should adhere to the leadership of the Communist Party of China, insist on system innovation, and coordinate the relationship among the development of economy, the equality of economy and political participation. The leadership of the CCP is the political system basis for the political participation; system innovation is the motive force of the development of political participation; and the development of economy and equality of economy are the protection of political participation.
