On The Value Orientation Of The County Level Governmental Performance Evaluation

There is no doubt that administrative efficiency has been the focus of the circle of public administration, and high administrative efficiency is one of the ultimate goals which is pursuit by the academic circle as well as the practical circle, obviously, governmental performance evaluation provides a feasible means to improve the governmental performance, including administrative efficiency, thus, governmental performance evaluation becomes a hot research issue, so does the value orientation of governmental performance evaluation, which, in fact, is a sub-issue of the governmental performance evaluation, it is worthy of discussing and studying the value orientation of governmental performance evaluation, because the value orientation is the deep structure of the governmental performance evaluation, regulating and directing the conduct of the evaluation, and thus shaping the relative behavior of the conductor, in a word, the value orientation has an immeasurable impact on the practice of governmental performance evaluation.This paper mainly studies the value orientation of governmental performance evaluation on the county level, at first, this paper gives a general introduction of the theories connected to the issue being studied in this paper, elaborately discuss the important roles the governmental performance evaluation and the value orientation play in the process of evaluation, then, this paper presents a retrospect of the practices that has been carried out by the local government since the reform and open up policy, what’s more, this paper particularly studies two selective counties’evaluation systems, this case study provides us a general picture about what has been done by the government in order to evaluate the governmental performance, based on the two case study, this paper points out the status quo of the county level value orientation of the governmental performance evaluation, they are over spread of economic value, preference to effectiveness, lack of fairness, lack of accountability, lack of public interest and so on, then this paper also explores the reasons that can account for the status quo from the perspective of the positioning of the governmental functions, the traditional culture as well as the institutional and systematic and mechanical aspects, latter, this paper advocates that if we are to reconstruct the value orientation of the county level governmental performance evaluation, we should obey the principle of the times, the universality and the realizable principle, according to the principles set above, the paper believes that what should be hold by the county level government while conducting governmental performance evaluation are "people centered value" value of serving the public, value of efficiency not effectiveness, value of accountability and value of scientific outlook of development, at last, this paper also gives path choices for reconstructing the value orientation of the county level governmental performance evaluation from macro, middle and micro perspective respectively.
