Rural Villager In Urban And Rural Connecting Area’s Investigation And Study Of The Situation In Autonomous Regions

Villagers’autonomy is an important system of the basic democratic construction and is the solid foundation in socialist moderation of our country as well. The implementation of villagers’autonomy is not only related to rural reforms, the progress of the modernization of agriculture, but also improve villagers’revenue,Moreover, it affects the fulfillment of moderately prosperous society in rural area. The rural areas of the urban and rural connecting areas Is located in the edge of urban area, traditional lifestyle in rural area is impacted intensively by the process of urbanization, and different kinds of problems and contradictions break out. Therefore, how to fulfill the real villagers’autonomy in urban and rural connecting areas has the significance and also has value to enhance the research and solution of agriculture, rural areas and farmers.This essay choose the Shangwotuhao village on rare earth high-tech zone of Baotou city， Inner Mongolia autonomous region as the subject to research, and study from the angle of law, use the way of interviews, questionnaire etc. The article will start with the status of Shangwotuhao villagers’ autonomy, analyze the existing problems in the practical operation process. It is going to seek the methods to perfect autonomy thoughts and countermeasures. This paper is divided into three parts:current situation, problems and countermeasures. The first part introduces basic situation and the condition of the villagers’autonomy of Shangwotuhao village. The second part mainly discuss from four aspects which are the democratic election, democratic decision-making, democratic management and democratic supervision, in order to slove the bribery in electing, the profits allocation in democratic decision-making, and the problem of lacking harmony relationship between "two committees", farmers’flimsy awareness of democracy etc. The third part proposes countermeasures to consummate Shangwotuhao villages’autonomy. The paper maintains that first of all, we should build a sound legal system of villagers’autonomy from legislation layer, enforcement layer, and judicature layer, at the same time improve the related supporting measures. Second, as for Shangwotuhao village should straighten out the relations of’two committees", enhance organizational capacity for self-government, finally,improve farmers’quality of democratic self-government,to strengthen villagers’ awareness of autonomy.
