Recently, the aging of Chinese population becomes more and more serious, and there is a continuous increase on the number of traditional "4+2+1" families and empty nest elderly. Therefore, more and more elderly need to be taken care. However, it is hardly able for the traditional family to afford4elderly, and it is also difficult for only the governmental pension agency to take charge of all the elderly. The problem is spread all over China, also including Inner Mongolia. Since there is a big problem on the government failure and market failure for the service for the elderly, there is a huge opportunity for the non-governmental organizations to participate into the social care for the elderly in Inner Mongolia. However, it is the first step for non-governmental organizations joining into the social care system, there are many issues needed to be resolved, such as the government policies, social environment, the construction of the non-governmental organizations, and so forth. Therefore, it is necessary to utilize others work to promote the social care for elderly by non-governmental organizations. The references could be the experience from other developed cities in China or from developed countries.The thesis were divided into five sections. The first section introduced the definition and relative theoretical information about the non-governmental organizations and the social care for the elderly. The current status of the non-governmental organizations joining into the social care for elderly in the second section.The limitations and reasons of the non-governmental organizations joining into the social care for elderly was described in the third section. For the forth section, it was a general introduction of the experiences on non-governmental organizations extracted from both home and abroad. And the suggestions and comments related to the development of non-governmental organizations in Inner Mongolia for social care for elderly were proposed in the last section.
