Analysis On Government' Guiding Of Social Organizations On Participating In The Elderly Care Services

At present,with the aging of a series of social problems,especially the pension problem gradually into the public and government vision,based on the current situation of the surge in the demand for the aged in China.Traditional home and institutional pension has not been able to cope with the current situation.As a new type of old-age support mode,community old-age support is becoming an important and effective way to solve the problem of providing for the aged at home and society.If the community pension service is fully undertaken by the government,there will be inefficiency,waste of resources,single product and so on.A series of social organizations due to their voluntary,autonomous,non-profit,etc.It plays an important role in the process of community-based pension service,and the government has great responsibilities in guiding social organizations to participate in the community ' s pension.Baoshan City is located on the southwest border,its economic and cultural development is relatively backward,and its aging degree is constantly increasing.Taking Longyang District of Baoshan City in Yunnan Province as a case study,this paper studies how the Chinese government guides social organizations to participate in community pension services.For similar less developed areas,there is a certain reference.By combing the situation of aging and the development of old-age service in Longyang District of Baoshan City,Yunnan Province,this paper sums up the basic results of social organizations participating in the old-age service at present.However,in the process of the government guiding social organizations to participate in the community pension service,there is still a low degree of marketization of pension services,lack of legal and policy support,single service,and lack of facilities.The government should emphasize the guiding role of the government in this process.Therefore,this paper proposes to change ideas,improve the understanding of the necessity of social organizations to participate in the community,change the functions of the government,scientifically plan the service system of the community for the aged,accelerate the cultivation of the social service personnel,increase theimplementation of the policy,the implementation of the fund guarantee,the innovation of the old model,and encourage the participation of the social forces in the six aspects.
