Employment is the core of people’s livelihood and the basic premise or way ofimproving life level. The employment status of any group consists of both the quantity andquality. In2004, the China Employment Forum, Chinese and foreign experts reach to aconsensus with our government:” expanding the scale of employment and improving theemployment quality will be a long-term and urgent task of the Chinese government.” It is thefirst time for Chinese government to treat increasing the employment quality as an importantwork goal. In recent years, migrant workers emerge in large numbers in China and they havebecome an indispensable one of the main urban employment. Besides, they have aspecial contribution to the economic and social development of the country. Theiremployment quality restricts both coordinate development and gaps narrow between urbanand rural. It also concerns the settlement of “three rural” and the improvement of urbanizationquality and affects the construction of harmonious society and the implementation ofscientific development concept. Therefore, it’s necessary to improve the employment qualityof migrant workers, to solve various employment problems they meet, to avoid the occurrenceof the low-quality of employment and to make migrant workers both live and work happy incity. Then, the problems have appeared: How to evaluate the employment quality of migrantworkers scientifically and rationally? What about the current situation of their employmentquality? What policy and recommendations can be used to improve and enhance theiremployment quality?As a result, the paper proceeds to study the employment quality of migrant workers inShenyang city from three parts: the connotation of employment quality, the building of theevaluation index system for employment quality and the overall evaluation of employmentquality. On the basis of comprehensive analysis of relevant literature, the paper studies theemployment quality of migrant workers in Shenyang city from both subjective andobjective dimension. Then, this paper finds out the main content of the migrant workers’employment quality and establishes an evaluation index system to evaluate it. This systemcontains three senior indicators and twelve secondary indicators. Subsequently, through thecomparison of several multi-index comprehensive evaluation method, this paper intend to usethe principal component analysis to identify the right indicators’ weight in the evaluationsystem of migrant workers’ employment quality. The statistical software Stata11.0can help toget the indicators’ weight and the score formula of migrant workers’ employment quality. Andthis paper finds that the weight for the indicators of employment security categories highest(48.1%), the weight for the indicators of employment conditions followed as30%and the weight for job satisfaction indicators smallest (21.9%). Next, this paper analyses the result ofindicators weight and the current situations of migrant workers’ employment quality inShenyang city. Finally, according to the result, this paper puts forward the policyrecommendations to improve and enhance the employment quality of migrant workers inShenyang city. Hope the findings of this paper will help to provide some reference value forevaluating the pros and cons of the migrant workers’ employment quality and to push theprocess of improving the migrant workers’ employment quality.
