Social Impact Assessment Research Around Immigration Project

Plain area accounts for more than ten percent while mountainous area accounts for two-thirds of the total area. Therefore, the living area of China is very limited. Secondary disasters like flood and drought damage occur frequently. Many people were forced to leave home where had lived for many years because of the disaster. Avoiding disaster immigration project aims to help people removing from original place which is not suitable for survival. The strategy project, which is proposed by government, not can improve immigrants’ life quality and life environment, but promote the overall social development. The reasons why its influence and social impact assessment have not been included in the research scope are many. In addition to many types and immigrations, long project cycle and multiple objective is the answer. So it is a new research field.The research aims at social impact assessment of avoiding disaster immigration project. The key is to establish a comprehensive objective index set and choose a scientific model for social impact assessment project. This can find out the existing problems of the project. Besides that, it provides intellectual support and methods for government about immigration decision.Combining theoretical analysis and empirical analysis method, the research strives to explore the theory deeply. According to the research situation of domestic and foreign scholars about other immigration project, the research defines the concept of avoiding disaster immigration and puts forward the contents of the social impact assessment, which includes culture, economy and environment. In this research we collect the index of social impact assessment based on documentary research method, then screen the index with frequency filter, and determine the index by combining with the characteristics of avoiding disaster immigration project. At last the hierarchical structure of the index is constructed with the method of induction and deduction. Basing on these works, we construct the judgment matrix and endow with the index weight coefficient, determine the membership degree of the index, then build the fuzzy hierarchy comprehensive assessment model for the social impact comprehensive assessment. We take the study in south of Shaanxi as the example of empirical study, implement the in-depth interview and practical investigation from the immigrants and basic cadres, acquire the information of the index of social impact assessment by fuzzy statistical method, and verify the rationality of hierarchical structure of the index system. And then we analyze the result of social impact assessment for avoiding disaster immigration project in south of Shaanxi and search for the problems still in the project.The research provides practical guidance meaning offers theoretical support for the social impact assessment of avoiding disaster immigration project, also gives references for the future same project.
