Since the1980s, with the accelerating drive of modernization andindustrialization, human’s living environment is constantly deteriorating. Under thehistorical circumstances, Governments all over the world started to reestablish a newpublic governance model, from the perspective of balancing development and ecology.Meanwhile, the Chinese Government puts forward the need of building a resourcesaving and environment friendly society, by means of changing the pattern ofeconomic growth. Under this background, we proposed the model of GreenGovernance to solve the problem of the exasperating environment and resources, andfurther establish a new public governance model, which is suitable for coordinatedand sustained development.This thesis includes four chapters. The first chapter introduces the current environment and resources situation inboth in home and abroad and points out that by the effects of deterioratingenvironment and resources, a green developing path is vitally necessary. Based uponthis, we further analyze the necessity of switching the mode from environmentmanagement to Green Governance and introduce the background of the greengovernmental movement in western countries.The second chapter elaborates the bases of both theory and reality on GreenGovernance. By introducing the theory of Ecology of Public Administration, we setdown the perspective and method we choose in the research. Meanwhile, according tothe specific expression on resource and environment management issues in thenational12th Five-Year Plan, we can figure out the Central Government’s stance anddetermination to solve the environment problem in the near future, which fully makesup the foundation of Green Governance in China.The third chapter is the core section of this thesis. It elaborates the ecologicalelements that surround and restrict the Green Governance in China, such as political,economic, social and environmental elements. Political element is the one that has themost influence on public administration, and it is composed of domestic politicalculture, legal system and international political environment and etc. Economicelement is characterized by the fundamental conflict between the economic growthand the safety of environment and resources, which becomes a main externalrestricting factor. Social element is shown as immature civil society and deeplyconstrained non-governmental organizations, which provide no positive social environment for developing a pluralistic governance pattern. Moreover, theintroduction of environmental element is an important breakthrough in traditionaladministrative ecology. It not only fits the objective restriction of environment andresources, but also leads to a deep insight into the present status of environment andresources in our country.The last chapter proposed specific suggestions and countermeasures forestablishing the mode of Green Governance in China. It emphasizes the necessity oftransforming basic aims, values and principles in Green Governance, such as fromeconomic growth to green development, from unilateral management to pluralisticgovernance, from resource exploitation to ecological reconstruction. Furthermore, weintroduce three typical practices in green fields in western countries, like theEuropean mode, Canadian mode and German mode. From all these experiences, weneed to fully establish the green system of our country from the following aspects:building Green Government, developing Green Economy, adjusting Energy Structureand reconstructing Ecological Environment.
