The cadre principle is the most important one of the six basic principles of the ((Party and Government Regulation on the Work of Cadre Selection)) promulgated by CPC Central Committee. Chinese Communist Party is the vanguard of the Chinese people and nation while it is the vanguard of the Chinese working class, leadership, the core of building socialism with Chinese characteristics and China’s long-term party in the ruling position. Cadre principle is an important organizational guarantee for the’ party’s leadership to consolidate the party’s ruling status, while it is an important principle of the party’s cadre ranks, but also is to adhere to the fundamental principles of the party’s leadership. In different historical periods, the task and the environment that the party faced was not the same, so the connotation shown by the cadre principle has a different way to achieve performance content.In modern society, to adhere to the cadre principle is to achieve command of the party leadership, which is an important guarantee of the party and always maintains the advanced nature. Cadre principle is derived from the principles of the party’s leadership which includes thought leadership, political leadership and organizational leadership. From decades of revolution of the Communist Party of China and construction practice, this principle is always unified unchanged, and the Chinese Communist Party constantly has improved the key of the party’s ability to obtain protection in successful organizational line.The formation of cadre principle is divided into the following stages. In the period of democratic revolution, Chinese Communist Party was still in its ruling status, which played the role of the revolutionary party in Chinese history on stage. In this period, party cadres had undergone a scratch and the maturing process from weak to strong, which cultivated and fostered a high-quality level organization and leadership of the armed forces and backbone of the team that resolutely implemented the party’s theory and line, also provided a solid guarantee for the victory of the revolution. Because the Party strengthened the selection of cadre principle, culture and education, the cadre line, cadre work principle and specific policies were gradually formed. The founding of the People’s Republic of China had opened a new era in Chinese history. Communist Party of China become the ruling party from revolutionary Party, whose main task was to lead the people by leading the people in the transformation of the revolutionary to struggle to socialist construction. At this stage, the national economy was to return to start the comprehensive construction of socialism, and the state gradually trended path of planned economic system, so further demands for unified management and configuration of the cadres were done which made cadre principle and personnel work in this stage reflect the distinctive planned economy characteristics. In December1978, the convening of the Third Plenary Session of the Communist Party of China had established the correct ideological line and political line, and achieved a great turning point in the far-reaching significance in the history of our party, so the party’s work was shifted to the focus on socialist modernization, which also put forward the cadre principle and the rank of the "Four Modernizations" policy. From the key issues of the abolition of the tenure of leading posts, the comprehensive reform of the cadre and personnel system were started as while as the cadre principle and the emergence had a new situation. In summary, the state entered into the reform and opening up and socialist modernization historical period. The14th Party Congress put forward the speeding up of the reform in personnel system of cadre principle, then management system and an effective incentive mechanism that adapted to the socialist market economy and social democratic politics were gradually established and improved, which complied with authorities, institutions, enterprises of different nature and characteristics of the classification. The personnel management of scientific, democratic and legal system was gradually achieved, which promoted and ensured the leading bodies at all levels and throughout the ranks of cadres more revolutionary, younger, better educated, specialized construction, which also provided effective system assurance to business talents at all levels, the healthy growth fore and fully display.Review of the history of party, we deeply have witnessed the profound changes of China’s cadres and great achievements. In summary, firstly, the talent theory with Chinese characteristics was created in process of practice and reform. The second was to build the democracy, scientific cadre and personnel system suited to the socialist economy, politics and culture. The third was the formation of a large-scale, high-quality contingent of cadre principle. But in recent years, On how to adhere to the cadre principle in the development of socialism market economy and building a democratic political process, the understanding of some people had the deviation, also caused many problems that can not be ignored, such as the limitations of human consciousness to the impact in the work of cadres, the contingent of cadres lacked of flexibility and systematic, over-concentration of administrative privileges, the management body over single, over-rigid management style. In this way, the consequences were the drawbacks of selecting and employing people, unable to effectively suppress corruption, prone to personal attachment the cadres of superiors, but also seriously jeopardize the party’s ruling status.Communist Party of China is a strong sense of mission, and has the courage play a mission Marxist political party. Bearing the party’s historical mission is to get the endorsement and support the masses of the people in our party’s91years, and to be important reason to achieve victories. The Chinese Communist Party’s leadership position in the social management system is the inevitable requirement of the China’s social development in the certain stage since the reform and opening up, China steadily d improve its global position, but whether consolidating past achievements and continuing to get aggressive largely depends on the situation of the cadre and personnel system reform, also depends on the cadres principle of democratization, scientific and institutionalization.First of all, the centralized management should be changed to the democratic management. In the progress of improving the management of party and government cadres, the scientific is the core as well as the institutionalization is the protection, while democratization is the base. If there is no democratization, there is no scientific, so the institutionalization will lose its meaning.Secondly, the closed management should be changed to the open management requires us learning and drawing the positive results in the other countries and world by an open leadership style and methods, also using the scientific theories and methods in the management the cadres. The cadre principles and scientific management are complementary and mutually reinforcing.Finally, single management should be changed to diversity management. As a view of the issue under the conditions of the socialist market economy, focusing on productivity status and allowing diverse forms of ownership common development are inevitable requirements of pluralism and diversity of leadership styles and leadership methods. Cadre is an important principle of the recommendation and management of cadres in important positions, while the cadre principle needs to be guaranteed through the rule of law as well as the steel pipe cadres need to regulate through the legal system, which requires us to abandon single management in the past and converse to a wide range of management models in the process.
