Study On Rural Governance Of She In Southern Jiangxi

China is a multi-ethnic country,like other ordinary villages,minority villages is the basic governing unit of governance in our society and an important part of our social governance.In November 2013,at the Third Plenary Session of the 18 th Central Committee of the CPC,the concept of “state governance” was first put forward,which clearly pointed out that “the modernization of state governance system and governance capacity” should be promoted.On October 18,2017,in the report of the 19 th National Congress of the Communist Party of China,it was emphasized that China should “implement the rural revitalization strategy”,and proposed to build a new rural governance system which combines self-governance,governance by laws,and governance with morality,and promote the transformation of rural governance in China.Because of the particularity of the history and culture of ethnic minorities,we should also consider taking different forms of governance in practice.Therefore,in practice,all ethnic minority areas should adapt to local conditions,explore the rural governance model applicable to the ethnic minority areas,and improve the rural governance system.Based on the investigation of G village of She people in southern Jiangxi,this study,from the perspective of governance theory,focuses on the current situation of governance in the village,explores the difficulties faced in governance and analyses the causes,and tries to find feasible ways to improve the governance level of She villages,which can be divided into five parts:The first part is the introduction,which mainly analyses the background and significance of the research on rural governance of ethnic minorities.It also classifies the relevant achievements of domestic and foreign scholars on rural governance,and introduces the main concepts,theoretical framework,research methods and possible innovations of this study.The second part gives a comprehensive description and analysis of the current situation of G village on the basis of collected first-hand materials,including relevant government data,rural genealogy books,and data collected from interviews and questionnaires.The third part combines the empirical research materials with the focus on rural hollowing,poverty and local customs problems faced in the governance practice of G village,then analyzes the current governance dilemma from the aspects of history,reality and institutional mechanism.The fourth part is based on the current situation and analysis described in the first three parts,combined with the actual situation of G village,from four aspects of discovering local advantages,inheriting excellent traditional culture,improving rural security mechanism and drawing on relevant successful experience to explore a feasible way to promote the governance level of G village,which provides a reference and direction for the governance work of She villages at present.The final part is a summary of the above analysis,pointing out the limitations in this study,and some suggestions for future researches.
