The law of the People’s Republic of Civil Servants comes into effect on January1st,2006. It is a legal safeguard to construct a higher qualified staff who are good at dealingwith the affairs of the country. In order to improve public services, civil servants shouldhold the views that being loyal to the party, faithful to their motherland, true to the peopleand devoted to the duties. Grassroots is the most basic organization. Civil Servants ingrassroots are the important executives of public law. The responsibility of thegrass-roots civil servants is to be loyal to their duties with all their hearts when performingtasks.The Chinese government always attaches great importance to the loyalty ofgrass-roots civil servants and requires that civil servants should have the highest loyaltyview. Since the last20century, the image of many civil servants have suffered severe crisis:overstaffing in organizations, sluggish in affairs, irresponsibility and bureaucratism in workand corruption and degeneration in administeration. Some of them even violated disciplineand step into the crime path. Those cause serious impact on the government image in themind of the public and need to deeply review.The introduction provides the background and purpose of the selected topic, thedomestic and foreign research status, the significance and methods of the study.In the first chapter, the author introduces the meaning, features and functions ofloyalty about grass-roots civil servants. And then the enlightenment from foreign civilservants’ loyalty construction.In the second chapter, the author expounds the main contents of the civil serviceloyalty. The political content is to be loyal to the party; the moral content is to be faithful tothe motherland. the essential content is to be true to the people; the basic content is to bedevoted to the duties.In the third chapter, the author sets forth the main behavior of being lacking in loyaltyamong the grass-roots civil servants: misunderstanding in political concept, loss in moralquality, intervention in benefic concept, carelessness in administrative behavior and offsidein power.In the last chapter, based on the above analysis, the author concludes thecountermeasures of how to strengthen the loyalty of grass-roots civil servants, that is,toredouble efforts to educate them from the aspects of faith and moral, the system of legaland management. Only by this way can they calibrate their own behavior, consciouslyabide to the law and reflect loyalty in handing public affairs.
