Reform of civil servants' salary management has always been hot issues that are generally concerned by government departments,theoretical circles and the public.Grass-roots civil servants' salary management is an important part of civil servants' salary management.Raising grass-roots civil servants' salary management level has far-reaching significance for solving the main social contradictions in the new era.It is conducive to improving the incentive effect of salary on grass-roots civil servants,ensuring the needs of civil servants' life consumption expenditure and raising the happiness index of grass-roots civil servants.It is conducive to stabilizing the grass-roots civil servants,better implementing the policy of strengthening the country with talents and realizing the purpose of serving the people.It is conducive to reflect social equity,promote the overall economic and social development,and achieve social harmony and stability.In order to further improve the civil servant salary management system,China has carried out several reforms and adjustments,but there are still many problems in the salary management of grass-roots civil servants.Therefore,this article takes the salary management of grass-roots civil servants in Qingtian County,Zhejiang Province as an example,and discusses the perfect countermeasures for the salary management of grass-roots civil servants,which has certain theoretical significance and practical value.Based on a comprehensive analysis of the background and significance,as well as the domestic and foreign research status,comprehensively using literature analysis,empirical analysis,system analysis,elaborated the relevant theory of the salary management of grass-roots civil servants;After surveying the salary of grass-roots civil servants in Qingtian County,Zhejiang Province,summarizing and analyzing the problems and causes of the salary management of grass-roots civil servants,and put forward measures to improve the salary management of grass-roots civil servants in China..Through the empirical analysis of the salary management of grass-roots civil servants in Qingtian County,it is found that there are three main problems in the salary management of grass-roots civil servants,that is,the salary structure needs to be optimized,the salary level needs to be improved,and the salary adjustment is relatively slow.The reasons for these problems mainly lie in three points: Firstly,the concept of salary management of grass-roots civil servants lags behind;secondly,the salary management system is not perfect;thirdly,the implementation of the salary management system is not in place.Combined with the analysis of the problems and causes of grass-roots civil servants' salary management in Qingtian County,based on the current status of grass-roots civil servants' salary management,the countermeasures for improving the grass-roots civil servants' salary management are put forward: One is to optimize and optimize the salary structure of grass-roots civil servants by optimizing the salary level promotion method,standardizing the grass-roots allowance and subsidy,and strengthening the incentive effect of the year-end bonus;second,to improve the grass-roots civil servants' salary by rationally designing salary standards,improving normal capital increase methods,and appropriately leaning to the township grass-roots Remuneration level,establish and improve the normal wage growth mechanism;Third,standardize the salary adjustment system of grass-roots civil servants by improving the civil servant assessment system,establishing and improving the grade salary system,and standardizing and implementing welfare treatment.Through timely and effective salary adjustments,the goal of grass-roots salary management is standardized,orderly,scientific and efficient.
