A nation’s prosperity depends largely on its people. In today’s world, talent development and human capacity building are of strategic significance in the competition of comprehensive national power. The Seventeenth National Congress of the Communist Party of China restates that it is a strategic task to carry on the large-cale cadres training to improve their quality. As part of national long-term talent development program, training for civil servants should keep pace with the times, seizing opportunities to face varied challenges, forging ahead with determination and pursuing excellence.In recent years, with the gradual perfection of the civil service recruitment system, more and more high-quality people have joined in the civil service. As a result, the government are now facing an urgent problem, i.e., how to make the most of newly recruited civil servants’potential, helping them adapt to the new position and become competent at their work. Only in this way can it boost the sound development of the entire civil service sector. Training for civil servants is an important way to develop public human resources and a core measure by government to continuously improve the quality of civil servants meeting the demand of modernized administration. There have been researches on the whole-process training system for civil servants, but few of them deal with the initial training. After years of development, civil service training has gradually embarked on a road that is institutionalized and standardized. Though initial traning for civil servants plays a primary and directional role in the whole-process civil service training system, it remains behind the times and desires for a lot of improvement and promotion.To improve the initial training system, China should draw and learn from foreign experiences to be advanced in international public administration, and embarks from domestic economic and social reality to be locoalized providing civil service.Based on the principle of "self-reflection on problems and extensive learning from western experiences", with the method of documentation, comparative study and survey analysis, this paper tries to build a reasonable intial training system against exsiting problems, adding vigour to and provide references for China’s initial training for civil servants.
