Research Of The Ethical Fault Of Administration Of Our Country In The Social Transition

At present, our country is in a social transition, economy, politics, culture of the whole society is also in the process of transition, the effect of old system has been weakening gradually, the new system is far from complete maturity, the new and old system coexists, the diversity of value selection, the construction of Chinese administrative ethics is relatively backward, the administrative field has arisen a great deal of the phenomena of ethical fault of administration. With the development of socialistic market economy, preventing and controlling the problem from headstream becomes more and more important. The purpose of this research is to do comparatively deep thinking in the real reasons of the ethical fault of administration in the social transition and put forward some constructive suggestions about management of ethical fault of administration.This paper firstly describes the connotation and characteristics of ethical fault of administration in a social transition, then gives the basic situation of ethical fault of administration in a social transition. Secondly, it points out that primary phenomena of ethical fault of administration separately from administrative morality, administrative action, administrative system, according to the more analysis, the reasons of ethical fault of administration have gradually gone deeply into the external environment of administration and internal environment of administration, the paper analyses external environment of ethical fault of administration from two aspects including the environment of administrative culture and environment of administrative system, discussing internal environment of ethical fault of administration from two aspects including the scarcity of administrative morality and the conflict of roles, it also summarizes the real reasons of ethical fault of administration. Then, the paper discusses the meaning and principle of management of ethical fault of administration in the social transition, presenting the principle of the management following the trend of the times, accumulating the theoretical basis of the ethical fault of administration. Finally, this paper proposes concrete method for the management of ethical fault of administration in the social transition and analyses theoretically the management of ethical fault of administration, the paper also discusses systemically the construction of administrative culture and administrative system from the view of external environment of administration, relating constructional way starting from the national conditions in detail. Then the paper puts forward a comparatively perfect concrete solution by the method of combining theory with practice from the view of internal environment of administration.
