With the deepening of China’s social reform, the change of social structure and pattern of interest adjustment during recent years, leading to social conflicts and frictions, followed by a trend of high incidence of mass incidents in China. Additionally, the popularity of internet and the development of network technology collectively offer new channels for the online group events breaking out. The features of online group events with anonymity, the reality and virtual interactive to increase the processing difficulty of the online group events, how to deal with the network group events effectively from the source have been important topics of the theory and practice areas. The study of mass incidents more than ten years in China, especially in the factors of incurring online group events is still in the preliminary of development. Depth analysis on the factors of incurring online group events has become the focus and difficulty in resolve the event of online groups and government public crisis management research.This study is based on the added theory of Smelser, N. J and some research literatures of online group events, based on China’s national conditions, study the issue of the government department of public crisis how to effectively grasp the key factors of incurring online group events. By analyzing the concept of online group events, build the theoretical framework and model of the factors of incurring online group events, empirical research, trying to explore the factors of incurring online group events.Firstly, this thesis through the discrimination and define the concept of the online group events, summarized the research literature of the factors of incurring online group events, focus on analysis and summarizes the relationship between online group events and mass incidents, crises, sudden public crisis. Analysis the added theory of Smelser, based on the existing added theory of the literature to build the framework of a theoretical study of the factors of incurring online group events. This study suggests that the added theory of Smelser that structural incentives, structural tension and resentment, the general mood and the common belief, the trigger for action mobilization and social control ability reduced of these six factors have a significant impact in online group events.Second, in-depth study of the structural incentives, structural tension and resentment, the general mood and the common belief, the trigger for action mobilization and social control ability reduced of these six factors, establishment of the theoretical model and incurring factors model of the factors of incurring online group event, based on the questionnaire, the SPSS statistical analysis and AMOS structural equation modeling, effective sample of356from the general public, civil servants and media workers in model checking. The data analysis showed that the structural incentives, structural tension and resentment, the general mood and the common belief, the trigger for action mobilization and social control ability reduced have a significant impact in online group events, and the interaction between these six factors.Finally, according to the results of data analysis, this study proposes the following suggestions:(1) Structural incentives, structural tension and resentment, which is the source of online group events.(2) The general emotions and the common belief, the trigger for action mobilization are prerequisite of online group events.(3) The strength of social control capacity plays a key role on the online group events. The critical point in the online group events, if the social control capacity could play a role, may be able to prevent the occurrence of the online group events.In this study, in-depth analysis the factors of incurring online group events, the findings not only expanding the added the theory in the online group events, provides a theoretical guidance for the crisis department in a timely manner to deal with online group events.
