In recent years, civilian run nonbusiness organizations in Hunan province are developing fast, and they are playing an irreplaceable role in the fields of improving economic system of marketing, increasing people’s anticipation in developing socialism democracy, broadening international exchange and cooperation, accelerating construction of social culture and moral principles, balancing the conflicts among different social stratums, expanding the employment, helping disadvantaged groups. And as well they are undertaking the function of social service and social administration together with the government. However, at the same time, frequent occurrences of low organizational effectiveness and sponsors’ filling their own pockets with public funds make them fall into credibility crisis, which has twisted their public benefit mission as nonprofit organizations. Consequently, how to manage the malfunction of the civilian run nonbusiness organizations and increase their credibility has become a problem demanding urgent solution.This article aims to civilian run nonbusiness organizations by the definition of content features, civilian run nonbusiness organizations to build a general framework for governance, the civilian run nonbusiness organizations in the organizational structure of internal governance mechanisms, operating mechanism and system security and external governance mechanisms constitute a preliminary study, by revealing the civilian run nonbusiness organizations in the province of governance that exist in the internal governance failures, the absence of external regulation, welfare deviate from the other phenomena, analysis of civilian run nonbusiness organizations in the province of governance failure, and proposes a sound internal governance structure, to achieve internal and external collaboration governance; to achieve control of the civilian run nonbusiness organizations in the legal system; the transformation of government functions, the establishment of government and civilian run nonbusiness organizations in the new relationship; to foster and support the development of civilian run nonbusiness organizations; implementing incremental reform and improve the management of civilian run nonbusiness organizations system and other recommendations to promote the civilian run nonbusiness organizations continue to improve governance, promote the standardization of building the third sector in our province and healthy development.
