Since the outbreak of the North Korean nuclear crisis, the entire Korean peninsula and even Northeast Asia become more and more untranquil.The situation on the Korean Peninsula was in high tense and military conflict occurred often. All these pose a serious challenge to security in Northeast Asia. Meanwhile, North Korea declared nuclear test again and again, which also poses a threat to international society and non-proliferation regime, so North Korean nuclear issue has become increasingly prominent. North Korean nuclear issue is regarded as a problem because that it makes the whole world in a nuclear security dilemma and poses a challenge to the benefit of mankind as a whole. In addition, it is related to the strategic interests of neighboring countries in Northeast Asia. From China’s strategic perspective of Northeast Asia, North Korea possessing nuclear weapons is not only a direct threat to the security interests of China but related to the North Korean nuclear issue, a series of other issues affect the implementation of China’s strategy in Northeast Asia, which is related to the applications of China’s strategic opportunity period, and China’s healthy development and peaceful rising. For the United States, the United States itself is a party of Korean nuclear issue, which is the direct cause of the outbreak of North Korean nuclear crisis. From America’s global strategic perspective, North Korea possessing nuclear weapons is a challenge to the hegemonic interests of the United States and the United States do not want North Korea to possess nuclear weapons. However, the United States hopes that the Korean Peninsula is under a particular state which it can control in order to take the Korean Peninsula as a strategic supporting point on containing China fulcrum.Therefore, solving the DPRK nuclear issue and achieving the denuclearization of the Korean Peninsula aroused a strong voice of the international community. However, due to the Korean Peninsula’s special geopolitical characteristics and complexity of international political environment, the solution of the DPRK nuclear issue is put into a complex power of international politics. Along with the settlement of the DPRK nuclear issue, the game playing situation among the major powers was formed. The outcome of the game playing will directly determine the process of the DPRK nuclear issue resolution. North Korean nuclear issue is related to the strategic interests of the surrounding country. Although the interests of all countries are different, there are still common interest options so that there are possibilities of cooperation in the process of solving North Korean nuclear issue. And only through cooperation North Korean nuclear issue can be resolved. As a means of dealing with international relations, international sanctions have also been applied to resolve the nuclear issue in practice. As part of international law, international sanctions have been universally accepted and it played a positive role in safeguarding world peace. But international sanctions have mandatory and punitive characteristic. Today’s international community is a decentralized society, a state of anarchy.There are no the international implementing agencies and the judiciary above countries so that the implementation of international sanctions can only rely on the country’s self-discipline and conscious abidance by international law. The implementation of international sanctions still lack of coercive measures and the effectiveness of international sanctions is being questioned. Although the role of international sanctions in maintaining world peace is undeniable, international sanctions could be also used as a tool of power politics. If sanctions are inappropriate, it will bring about disaster and a humanitarian crisis to the country which is being sanctioned. Therefore, this paper will start from the international sanctions, combing with the North Korean nuclear issue, to study how to perform the function of international sanctions so as to effectively resolve the DPRK nuclear issue while avoiding the occurrence of a humanitarian crisis. |
