Urban Low Standard Natural Growth Mechanism Research

After China’s reform and opening up, rapid economic and social developmentimprove Chinese quality of living, but urban poverty has become relatively prominent.In order to solve problems of urban poverty in China, subsistence allowance for theurban poor was established. In recent years, the soaring prices have an impact on thestandard of living of the urban poor. In order to protect the life of the poor, since2005,some provinces in China, has begun to explore the natural growth mechanism of theestablishment of subsistence allowance for the urban poor. After years ofdevelopment, the mechanism has brought in lots of benefit, but also some problems.As the leader of the social management and public services, government should bearthe primary responsibility. Until now, the government has not yet come up withformal documents to establish natural growth mechanism of urban residents’minimum living standard. Therefore, study the urban minimum living standardnatural growth mechanism and the regulation of its building process and methods isconducive to protect the living standards of the poor residents, the government’ssocial management and public service innovation, as well as the building aharmonious society.Taking Kunming for example, this thesis discusses the urban minimum livingstandard natural growth mechanism. The thesis points out that the natural growthmechanism of such a standard has three parts: the scientific and rational formulation,the positive adjustment at a fixed period and the temporary relief. This dissertationillustrates the reason and the purpose of the mechanism. It endeavors to release thepressure brought by the rocketing price, and make the urban poor share the outcomeof economic development and reform achievements. Connecting with the currentsituation of Kunming City, this thesis concludes that the procedure of building such amechanism should be explicit in its principles, scientific in its standard and flexible inits system of adjustment. In order to solve the problems of the natural growth mechanism of Kunming’s current urban minimum standard, this thesis maintains thatit should be implemented for following aspects: a standardized management, theoptimization grass-roots work, integration of resources to achieve inter-sectoralcoordination and cooperation and the improvement of supporting measures. By theanalysis of the setting and adjustment of the standard, this thesis points out thestandard’s index system, including the minimum needs of living, family situation,economic development and some other factors. The relationship of the four parts isparallel. Different areas could choose different index to evaluate according to localactual situation. Much of the nation has taken these four factors into considerationwhen they make a standard. Talking about the method of standard measurement, thisthesis employs the ELES model to calculate.
