Research On The Standard Of Disabilities’ Urban Minimum Living Guarantee Of Liaoning

In the past three decades, China has made a rapid development in the plant of peoplewith disabilities, including the promotion in policy to promote,the legal system, and theinterests of the disabled. However, in order to integrate into society for people withdisabilities is exceptionally difficult. We have a long career in the development ofpersons with disabilities. According to the2006, the second national sample survey ofpeople with disabilities (LiaoNing volume), there were907,000people with disabilitiesin LiaoNing Province by the end of April1,2006, and this number is growing. Peoplewith disabilities can be described as disadvantaged among the disadvantaged groups, andthey are more likely to fall into poverty. Social assistance is a general social securitysystem. It is the foundation of the social security system, and if there was a scientificminimum living standard, the social assistance will make a maximize effect. Currently,the most direct way to aid poor people with disabilities is to use minimum living standardsecurity system,which is belonging to the social assistance system.In LiaoNing Province, the performance of minimum living security system withdisabilities has made remarkable achievements with the concern from the Party and thegovernment, and the persons with disabilities’ own efforts and the support of thecommunity. But, we must realize that rapid economic development makes a lot of peoplewith disabilities wandering on the edge of poverty once again and even return to poverty.The gap between rich and poor for disability and the healthy human is growing. What’sworse, there are no special subsistence allowances system for persons with disabilities inLiaoNing Province and no normal minimum living standard for all the kinds of peoplewith disabilities. Therefore, doing the research of the minimum living standard for theprotection of basic life and basic rights of persons with disabilities is important in thiscontext.The paper uses quantitative and qualitative research methods both, and it works outa reasonable minimum living standard guarantee payment of urban in LiaoNing Province,according to the actual living conditions, considering the impact of hierarchicalclassification factors to people with disabilities, the city minimum living standard will beadjusted accordingly. Then it does empirical analysis in both demand and supply aspects of the minimum living standard, making sure that the standard is reasonable in the dailylife and the right of the people with disabilities in urban, and not exceed the financialcapacity. In a word, the paper is hoped to make an appropriate adjustments and to providereasonable payment standards for minimum living security system, putting forwardpolicy recommendations to improvement for the urban minimum living security systemfor people with disabilities.
