Study On The Administrative Accountability System Form The Perspective Of Public Emergencies In China

Public emergencies means a sudden occurrence of unpredictable circumstances that has caused or may cause serious harm in the country or within a certain range,endangering the public safety, measures to be taken to reduce the loss of emergency. The outbreak of public emergencies threatens the safety of people’s lives and property, and the ability to deal with public emergencies related to the ability to get the support of the masses and the building of responsible government. And in recent years, public emergencies caused by human factors surge, it puts forward new demands on the government’s ability to govern.Administrative accountability system is the system that a particular subject follows certain procedures to pursue the responsibility of administrative staff and ask them to bear consequences for their dereliction of duty. In recent years, public emergencies occur frequently, a number of defaulting officials have been punished, and the concept of administrative accountability rooted deeply. The implementation of administrative accountability in public emergencies not only can improve the credibility of the government, but also can enhance the administrative staffs sense of responsibility.This paper takes Weng’an incident and Wenzhou motor car accident as examples and studies on the administrative accountability from the perspective of public emergencies. Firstly it discusses the related concept and theoretical basis of administrative accountability system in public emergencies, and points out that the links of public emergencies and administrative accountability system, then it demonstrates the necessity of administrative accountability system. And then it compares the normal administrative accountability system with administrative accountability system in public emergencies. Secondly, through the analysis on recently practical case of administrative accountability in public emergencies, it reveals the obtained effect. At last, it analyzes Weng’an incident and Wenzhou motor car accident, and through these examples, it reveals the existing problems in the implementation of the administrative accountability system. These problems include two aspects:for one thing, various elements of the administrative accountability system is not perfect, for another thing, the supporting systems lack. At the same time, the article gives some advice on how to improve the administrative accountability system.
