Study On The Network Democracy From The Perspective Of System Ethics

Since ancient times, people have pursued democracy as the value target, democracy is the product of the times, different times give different form of democracy. As the information age came, a new form of democracy-network democracy has formed. In china, with the prominent of expression of public opinion, network democracy is concerned by government and society. Network democracy is the product of the network times, as a new form of democracy, the research from different subjects of this new thing is still in the primary stage, and reforms the lack of systemic research. In many studies, foreign scholars mainly study on domestic network political phenomenon, and their argument for the development of China’s network democratic is applicable to be explored, the domestic research is still on the basic features of the network democracy and lacks comprehensive and in-depth study, especially the lack of the focus on the related system inadequacy and the relation of related system ethical spirit and system on network democracy.This paper argues for the problem of China’s network democracy development from the perspective of political science, political philosophy. Based on the literature research method and dialectical analysis as the research method, and regarding the reality feature of the network democracy’s development in our country as the starting point, this paper mainly discusses the existence, and the restrict factors under the background of the system ethics,and puts forward that, under the concept of services and people,the path to develop China’s network democracy, and points out the key is to innovate the system in order to develop the network democracy.The whole thesis is divided into five parts without the first part (Introduction).The second part puts forward the relevant involved knowledge system, mining democracy, network democracy and the conception and connotation of system ethics, besides, analyzes the inner connection of network democracy and system ethics, in order to build a solid theoretical foundation below. The third part is on the basis of analyzing the origin, form and the concept of cyber democracy, the space of Internet users participating politics, the enthusiasm of Internet users participating politics, and the influence of the cyber democracy on the government operation show China’s cyber democratic development present character.The forth part analyzes the development of cyber democracy in promoting the legitimacy of the system, the equal ideal of the system, the free spirit expansion of system, the system efficiency and "good" aspects of the evaluation has many advantages. With the system ethics to the system legitimacy and pursuit of good system for theoretical foundation, this paper discusses the development of cyber democracy and the value pursuit of system ethics, does the analysis of the system ethical connotation in the process of the development of cyber democracy.The fifth part regards the reality insufficient of China’s network democracy as the theme, clarify the dilemma and its reasons of the reality network democracy, making the base for the thinking how to develop the network democracy.The sixth part points proposed to promote China’s cyber democracy system construction of countermeasures, and puts forward the suggestion for the development of network democracy, one step should establish a standard and moderate mechanism to combine the development of cyber democracy. The second step should adapt appropriate real-name system. Third, we need to combine to promote e-government construction mechanism; the fourth combines to perfect the ethics system.In short, the network democracy is the development trend of democracy, whether can actively use or effectively manage the network democracy is directly related to the socialist development prospects, and the "good" system is the objective assurance of the actively development of the network democracy, so there must be justice fair and free system can promote the network democracy to be actively development, and make it become the organic component of Chinese socialist democracy.
