The new public management movement and the reinventing government movement impacted Chinese administrative reform. The successful practice of performance management of western governments caused the Chinese government concern. Many local governments in China carried out various forms of performance management practice After the Chinese government put forward the scientific concept of development and the correct performance concept. However, the practice is still at the exploratory stage due to the Government Performance Management is recognized as a worldwide problem. The same time, there are many problems in practice. For example, the practice lacked the systematic theoretical guidance and the contact with the strategy and the scientific indicator system. The Balanced Scorecard(BSC) is scientific method of performance management. Its philosophy is to set strategic objectives and strategic indicators around the strategic. BSC have function both of performance management and strategic management. Because of its advantages I thank that Chinese local government can improve the level of performance management by BSC. Firstly, the paper described the theoretical system of BSC, Including generation, frame system, functional location, and the application situation. Secondly, the paper described the status of performance management of local government departments and the existing problems. Meantime I deeply explore the necessity and feasibility of the introduction of the BSC. Thirdly, the BSC practice of the Qinzhou municipal government confirmed that BSC is feasible in Chinese local government. Finally, I designed the framework system of the Chinese local government according to the characteristics of local government.
