Analysis Of The Public Security Prevention And Control System In Rural Areas In Southern China During Nanjing NationalGovernment Period(1927-1937)

Because of the imperfect grass-roots political power in villages and disorderin the countryside, the rural areas in Southern China turn from rich to run-downduring Nanjing National Government Period. Bandit, disrupting the rural orderseriously, ride roughshod over in the countryside. A large number of people rushedto the southern regions, leading to conflicts over land intensified. The southernareas are heavily taxed in the name of suppressing bandits by the Nanjing NationalGovernment, which aggravated the people’s life burden. Drought and flooddisasters increased in Yangtze River and displaced persons increased whichexacerbating social instability further.In order to strengthen the control of the villages of southern areas and tosolve the increasingly serious security problems, the National Governmentimplemented the modern police system in the villages, created the rural policesystem, strengthen the construction of rural policing system, and the rural policewill play the role in the maintenance of rural law and order. The Baojia systemwas strictly implemented, and the joint of prevention and security wasimplemented to play its security features. The National Government advocatedand formed the local armed forces---local military defense and the young menteam and they will play a role in the national commitment to the local defensefunction in the special period.The public security prevention and control system in rural areas in southernChina during Nanjing National Government Period in1927-1937improved therural security and the rural order was relatively stable. But the effectiveness isonly limited to the National Government core and its surrounding provinces, notall over the country which reflected the imbalance in the system of rural law and order construction of the National Government.
