Research On The Construction Of Public Security Prevention And Control System In The Rural Areas Of Southwest Guangxi Border

Public security prevention and control system,as the basic strategy of social security management in China,plays an important role in effectively preventing and reducing all kinds of illegal crimes and maintaining national security.China's urban and inland rural areas have established and are gradually improving the public security prevention and control system according to their own situation,but the construction of the public security prevention and control system in border rural areas is still at a low level,which is difficult to meet the needs of border public security prevention and control.In this paper,from the perspective of the southwest border rural areas of Guangxi,the public security prevention and control system is constructed according to the local situation,in order to provide practical reference and reference for the construction of the public security prevention and control system in the southwest border rural areas of Guangxi,and provide reference for the construction of the public security prevention and control system in other border rural areas of China.This paper is divided into six parts:The first part is the introduction.Based on the increasingly frequent communication between Guangxi and Vietnam,the rural areas in Southwest Guangxi are facing severe situation of public security prevention and control.This paper proposes to build a public security prevention and control system in Southwest Guangxi border rural areas.On the basis of literature review,this paper summarizes the theoretical achievements of domestic and foreign scholars on the public security prevention and control system and the public security prevention and control system in border rural areas.This paper uses literature research method and comparative research Research method,questionnaire survey method,interview method to discuss the topic.The second part is related concepts and theoretical basis.It defines the concept of border,border rural areas,public security prevention and control system,and public security prevention and control system in southwest border rural areas of Guangxi;it introduces the theory of social governance,system theory,information theory,social control theory,and social security comprehensive governance theory as the theoretical basis of this paper.The third part is the general situation of the region and the analysis of the problems affecting the prevention and control of public security.On the basis of investigation,it is clear that seven border security problems,such as smuggling and smuggling,affect the local security prevention and control.The fourth part is the predicament analysis of system construction.The construction of public security prevention and control system in the southwest border rural areas of Guangxi is faced with five dilemmas: backward economy,special geographical environment,weak management and control of rural police stations,weak management of grass-roots organizationsand backward education.The fifth part is the border security prevention and control measures of relevant countries and regions.This paper introduces the prevention and control measures of the intelligent border of the United States,the integrated border of the European Union,the military border of Israel and the joint border between the police and the people of China and Korea,and concludes that the experiences that should be used for reference in the construction of the public security prevention and control system in the rural areas of the southwest border of Guangxi are:paying attention to the top-level design,reliable information collection,the application of science and technology,communication and cooperation,relying on the troops to guard the border To give full play to the role of the masses.The sixth part is the construction path.First of all,in the top-level design,we should establish guiding ideology,establish basic principles and clear prevention and control positioning.Secondly,in terms of the construction plan,it is necessary to define the organization and leadership system,establish the command system,build the information platform,establish the operation mechanism,weave the prevention and control network and determine the prevention and control force.Finally,in order to give full play to the comprehensive effectiveness of prevention and control,we should expand from the safe border,economy,education and organizational construction.
