Grassroots autonomous organizations-Residents ’Committee, established in the individual cities up to2000transformed into community residents’ committees, through the system of units, street rankingsystem, community building in three stages, more than60years of history. Various functions and of thescholars in the development process from the macro-state system in view of the neighborhoodcommittee’s own multi-angle discussion, research, feasibility advice for the role of neighborhoodcommittees and the process of building and so on, offer advice and suggestions for the building ofgrassroots democracy. In this paper the author through the observation the course of their work, listen totheir point of view of the neighborhood committee work, based on the research interests of the cause ofthe problem to the study of neighborhood identity, the use of historical literature review, combined withthe A community residents and neighborhood committees and served as cadres interviews, social controltheory as the theoretical basis of this study. The study found that community residents’ committees donot have the conditions of autonomy, it from beginning to end as a tool for grass-roots level ofgovernment services or that the bridge exists, is a parasitic organizations dependent on governmentresources, control of the government and the social democratic self-government game, resulting ininconsistent because of it the identity of melted mixed their own grassroots social system inside andoutside a number of factors. Finally, the author of the article gives her thinking and recommendations.For its interpretation in place involving political science, sociology, management science and otherdisciplines, the author try to attempt the study, neighborhood identity and related research in the field ofinspiration.
