At present, Chinese government is focused on social construction, and communitybuilding is an important part of it. At the same time, community has become a crucial fieldthat reflects the relationship between state and society. As a significant event, communityelection reflects the relationship between state and society, and also the relationship betweenpower structure and interests. Community election involves benefit structure of the grassrootssociety, public sense of participation, social governance of grassroots society, having asignificant impact on the future of social construction.This paper based on the perspective of state and society relationship, taking generalelection of H city D community for example, using practical sociology "process-eventsanalysis" research strategy, adopting observation and in-depth interview method, analyzesthe causes and consequences of the intervention in election by sub-district administrationoffice. First, this paper analyzes the motivation of sub-district administrative officeintervention and the motivation of candidates for election. The study finds that interest is themost important motivation. Sub-district administrative office obtains benefits throughintervention in election and the motivation of candidates for the election of communitydirector is also for benefits. Meanwhile the paper analyzes the source of "income" of theCommunity Director through cases of handling charges of subsistence allowances andconvenience service agency; The purpose of candidates in election of community deputydirector is to get a stable job. Sub-district administrative office and residential committee bothtake what they need, formed a mutually beneficial network of interrelationships. Secondly, atthe stage of preparation for election, election committee of sub-district administrative officestarts the intervention in advance. Election committee makes arrangement of every part, andrequests residential committee to achieve the desired effect on each link. In a competitiveelection, the determination of candidate is divided into two parts: One is the determination of“Xuan” candidate which is the one residential committee intended while the other one is thedetermination of “Cha” candidate which is only to fool the public. The determination of“Xuan” candidate is through the exercise of administrative power of director and theinterrelationship with the rest people in sub-district administrative office. The determinationof “Cha” candidate is through the network established by residential committees with residents. At vote stage, election atmosphere is required by sub-district administrative office,asking residential committee to mobilize community residents in election actively, full ofenthusiasm, making lively atmosphere. After the polls closed, votes counting will be undercontrol of sub-district administrative office, letting the intended candidate smoothly beselected eventually as the end of election. At last, the author carries on analysis from twoaspects: various views of residents about the intervention and the following action ofresidential committees after election. The author finds that a large part of practical communitywork is nonsense for residents, which seems much like a kind of "against the responsibilitysystem", only leding to two results: on the one hand,“responsible to higher level”, which is toobtain satisfaction of superior officer in their work; on the other hand,“in charge of lowerlevel " which is to seek profits from residents.Therefore, in this kind of top-down system, on a systematical level, the intervention ofelection by sub-district administrative office is necessary. However speaking from personalmotive, it only satisfies personal interest. So far, the community construction is notcorresponding to the daily life of residents.
