Study On The Management System Reform Of Urban Community

The efficiency and quality of community management is directly related to hundredsof millions of residents’ daily life, and it largely depends on a sound and effective systemof community management. From the practices and explorations in recent years, we cansee the reform of community management system not only includes the neighborhoodcommittee which belongs to the autonomous organization of community residents, butalso extends to the sub-district office which is considered to be a quasi government. Thatis to say that the area of community’s development and reform has been expanded fromthe neighborhood committee to the sub-district office, such as the urban communitymanagement system reforms in Beijing, Nanjing, Qingdao, Wuhan city. All of the reformsfocus on whether rescinding the sub-district office.Based on the issue of sub-district office revocation, this paper researches on theperspectives of urban community management system reform. The article is divided intofive parts. First part, as the full text’s introduction, it mainly introduces the backgroundand significance of urban community management reform, the typical points of thedomestic and foreign experts and scholars about the urban community managementtheory, the community organization, the function of community management, thedevelopment problem and innovation path of the community management system.Second part, it mainly establishes the value orientations of our urban communitymanagement system reform theoretically, including the community building, thematching of power and responsibility, and the effective connection between governmentadministration and community autonomy. Third part, it selects several typical cases ofthe urban community management system reform, such as Shijingshan District in Beijing,Baixia District in Nanjing, Jiang’an District in Wuhan, Tongguanshan District in Tongling, and to do a comparative analysis on the reasons, the measures, the achievements, theproblems of their reforms. Fourth part, it uses the in-depth interview as a method toinvestigate the focus problem of urban community management systemreform——whether rescinding the sub-district office. Fifth part, based on the abovediscussion, it puts forward some constructive thoughts and suggestions on the reformpaths of our urban community management system.
