In China, with the continuous deepening and perfecting of the economic and socialmanagement system reform, communities are playing an increasingly important role inmodern social management. Different from that in Europe and America, theautonomous power of our communities is relatively weak and the administrativeintervention of grass-roots governments forces it to show a further regressive tendency,which is opposite to our communities’ original goal of resolving social contradictionsand serve the society in an unofficial way. As the dispatched agency of grass-rootsgovernment, subdistrict offices assume the responsibility of administer daily activities,so the degrees of its government intervention and the way of directing and supervisingcommunity construction become rather critical in community development. This thesisputs its main efforts in resolving the problems such as excessive administrativeinterventions, weak community autonomous abilities, low degrees of participation ofsocial organizations and so on. In order to construct coordinated and harmoniousrelationship between subdistrict office and community so as to provide more efficient,more painstaking and more close-to-people service for the masses, it is critical to find abreakthrough in balancing and integrating the administrative power and autonomouspower effectively while exercising their functions respectively. By discussing the legalrelationship between subdistrict office and community and their actual state andanalyzing the example of GeXin district office and its dominative area, this thesis aimsto seek a more participatory collaborative development model to solve the existingrelationship problems between subdistrict office and community, hoping to providesome reference opinions which can promote the coordinated development of subdistrictoffice, enhance the capacity of community autonomy and stimulate the two to constructa better social service system together.
