A Research On Government Behaviors Of Promotion Of Urban Culture Soft Power

The Report to the Seventeenth National Congress of the Communist Party of China had pointed that our country should enhance state’s culture soft power, because "culture has become a more and more important source of national cohesion and creativity and a factor of growing significance in the competition in overall national strength." Culture is the most important part of state’s soft power, and urban culture soft power is important part of state’s culture soft power, it shows the attraction of a city, and conveys a sign of urban culture and value orientation.With our society is stepping into knowledge economy era and cities are confronting harsh competition, urban soft power especially urban culture soft power is getting more and more attention and importance. Urban culture soft power is becoming an important index of weighing cities’competitive power. As an important urban management subject, there is no shirking the responsibility for government to enhance urban culture soft power. However, there are many behavioral deviations in the process of urban governments are promoting culture soft power at present, and these bring about so many problems when governments enhance urban culture soft power.First of all, the paper points out research background and purpose of research, and makes kinds of definitions of some relevant core concepts, analyzes academic foundation and realistic necessity of government behaviors intervening in the process of urban culture soft power on the basis of drawing lessons from research production of scholars at home and abroad, and then sums up government behavioral deviations and its reasons in the process of our current governments enhance urban culture soft power, at last, the paper draws lessons from experience of enhancing urban culture soft power from cities such as New York, London and Tokyo, nails down orientation of perfection in the process of our urban governments enhance urban culture soft power in the future.
