With the increasing number of university graduates group, the employment pressure has become the focus of social problems. In the early2008, the government decided to hire10million college graduates to work in the village within five years, named "University-Graduate Village Officials" plan. In the meanwhile, solve the problem between employment difficulties and talent shortage in rural areas."University-Graduate Village Officials" plan is selecting talent to village party branch and arrangement positions. Guiding and encouraging college graduates work in the villages, not only can relax university graduates’employment pressures, also can optimize the structure of rural grassroots cadres, promoted the grass-roots work efficient norms, drive the new rural construction, simultaneously raise and exercise the grassroots cadres at various levels.This article comminutes other scholars’study of "University-Graduate Village Officials "plan, including the present situation, the existence question and countermeasure. In this foundation, the author does some local government departments interviews,"University-Graduate Village Officials" personal interviews, the actual situation investigation and data collection. Then gather the information and materials above for integration and analysis, proposed countermeasures for perfecting provide the realistic basis and foundation.This article emphatically from the following several aspects:The first part is introduction. In this part, mainly introduces the background of the research and realistic significance, the survey research methods and the framework, which is aimed at the establishment of clear thinking and the direction of the investigation.The second part is to study related theory and literature reviewing."University-Graduate Village Officials" plan is to solve the social problems, protecting the public interests. Public policy formulation need a clear policy objectives and design policy solutions. This paper combines the theoretical knowledge of public policy of " University-Graduate Village Officials" plan and analysis and policy Suggestions.Part third, four and five is the key part in this paper.The third part is pointing the mean problems the "University-Graduate Village Officials" are coming front with in generally speaking and the reason for them. The fourth part is the real situation of " University-Graduate Village Officials" in Longquanyi District. Through the first-hand data collection, we can get better understanding of the effect of the plan and find the problems of it. Based on the part three and four, the fifth part summed up improving Suggestions for " University-Graduate Village Officials" plan, including in training, management and reemployment suggestions. Among them, the reemployment platform and channel expansion was the focus of concern, which is the key point of the implementation and forming a long-term mechanism for "University-Graduate Village Officials" plan.Through investigation and interviews, the author tries to use a realistic approach to find out the reality problems and do analysis, and according to the actual situation and problems, making meaningful recommendations.
