Research On The Environmental Emergency Management System

With the rapid development of China, a variety of potential environmental problemshave become increasingly prominent, high incidence of the emergency environmentalaccidents had caused huge casualties and property loss and the great panic of citizens. Thegovernment have paid great attention of that. How to curb the occurrence of emergencyenvironmental accidents has become the responsibility and mission of the government had toface. Premier Wen jiabao on the national emergency management conference pointed outthat, it is an important content of modern social management to strengthen the constructionand management of the emergency system, and it is the important guarantee to safeguardstate security, social stability and the people’s interests. All levels of government mustchange our concepts of management and service, and regard the onstruction andmanagement of the emergency system as the important functions and tasks feasibly. Firstly,system should be perfect, responsibilities should be clarified; secondly, it should be vigilant,prevention-based; thirdly, to strengthen the rule of law, relying on science and technology;fourthly, reply coordinately and response rapidly; to strengthen participation of grass-rootsand national. Minister Zhou Shengxian pointed that, China has entered a period of highincidence of environmental events, and presents the features of the complexity, abruptnessand unforeseeability.A case study was analyzed from the emergency management organizations;emergency management operating mechanism; construction of emergency managementpersonnel and emergency plan and related protection mechanism to the existing problem ofemergency management system construction of suddenly environmental accident inQuanzhou. Follow the the principle of combining of theory and practice, improvingsuddenly environmental accident emergency management system municipalities anddistricts in China were researched. Perfect emergency management system was establishedstarted from the following aspects, improve emergency management system and establishthe Emergency Command System; introduce the new concept of environmental emergencymanagement, and develop a keen awareness of emergency management; improve andperfect the system of emergency regulations and strengthen the legal protection ofcomprehensive and forewarning management of suddenly environmental accident; fourthly,establish a permanent comprehensive coordination institutions with the decision-makingfunction; improve the emergency management community as a whole linkage system;transparent environment emergency information management system shoule be estabished;improve emergency social network and so on. In these ways, comprehensively promote theemergency management construction of local government and build a strong securitysystem.
