Research On Perfecting Government Function In Enterprise Employment In Quanzhou

With the help of reforming and opening up policy,China has transformed from a vast agricultural country to an industrial one,in which human resource,as a key element in the development of enterprises,appear in short supply.Although huge human resource is diverted to the faster-developing area,lack of labor to varying degrees still fails to sustain the enterprise development in some of these areas.In recent years,our nation has been advancing in a stage with fast industrialization and urbanization.The rapid developing economy and adjusted policy of national industry upgrade the industrial structure towards rationalization and high-tech.Also,government management plays a significant role in optimizing the industrial structure and forming an industrialized pattern dominated by new high-tech,supported by infrastructure and manufacture,and well-rounded developed by service.In this paper,the survey analysis and comparative analysis of the status quo and characteristics of enterprises in Quanzhou,the employment of "difficult" is the root cause of Quanzhou city is in the industrial transformation and upgrading period.Quanzhou municipal government made a bold attempt in providing service for enterprises employment,basic data collection and comprehensive analysis of the enterprise,to provide a scientific basis for guiding the enterprise employment decision;the construction of grass-roots employment service platform;recruitment services for enterprises to provide training and occupation.However,due to the government to assume the functions of the concept and the way of limited,can not meet the needs of enterprises.This paper,based on the experience of foreign local governments to provide services for enterprises to provide services to improve the employment of Quanzhou city government functions put forward countermeasures and suggestions.That in the new situation,the Quanzhou municipal government by the management oriented government to a service-oriented government,through the improvement of government functions,build efficient service platform,to carry out occupation training,to promote the citizenization of migrant workers and other ways to improve the management level of the Quanzhou government,effectively solve the problem of employee mobility,the lack of high skilled industrial workers etc.Quanzhou City,to promote the upgrading of the industry combined with their own stable industrial workers formed in transition.
