Nowadays, traditional industry is hit hard by financial crisis.At the same time, with the characters of low resources consumptionand high added value, Creative Industry enjoys high popularity. WhileCreative Industry has been developing fast in Shanghai, it also faceslots of challenges as shortage of Creative Talents, poor managementand insufficient protection of intellectual property, etc. Theessence of developing Creative Industry is collecting people’sthoughts, knowledge and ideas. So the lack of Creative Talentsbecomes the vital constraint for developing Creative Industry inShanghai. And the shortage of talents accumulation becomes one ofthe most important causes for lack of Creative Talents. Therefore,by studying the policy factors influencing the accumulation ofCreative Talents, we can provide administrative references forCreative Talents attraction and Creative Industry development in Shanghai which means a lot to economic structure adjustment andcoordinated development, to the promotion of city’s comprehensivecompetitiveness and to the integrity of Creative Industry Theory.Hereinbefore explains the study motive of this thesis.Analyzing the background of the development of Creative Industryand actual problems of Creative Talents in Shanghai and based upontheories of the migration of population and labor, the flow oftalented people, talents environment, Creative Talents, Urban Amenityand Social Capital, the thesis concludes11common policy factorsand6individual policy factors which influence the accumulation ofCreative Talents. Those common factors include industry basis andprospect, standards of propaganda and service for talents, householdregistration system, living conditions, social security and safetystatus, transportation condition, child educational condition,training condition for professional study, health and medicalcondition, social insurance condition and administration and law ofthe government. And the individual factors include system of socialrecognition and spiritual incentives, facilities of high qualityliving standard, natural environment, cultural informationenvironment, social environment and protection of intellectualproperty. Shanghai is a metropolitan with prosperous economy. And thethesis takes Shanghai for its analysis object.The ways of empincalstudy of100Creative Talents’ work and life in Shanghai includeface-to-face interview, telephone conversation, email exchange andwritting letters, etc. Based on the analysis of empincal material,comparison material of competing cities, specific lots of interviewsand news cases, the thesis elaborates the unsatisfactory factorsamong all11common and6individual policy factors which influencesignificantly on accumulation of Creative Talents and need to beimproved. The thesis also elaborates the evolution and status quoof these unsatisfactory policy factors, why these factors influencethe accumulation of Creative Talents and the causes and solutionsof these factors, etc.Through theory and empirical analysis, the author finds out thattake Shanghai for example, common policy factors such as householdregistration, living, social insurance and transportation have asignificant influence on accumulation of Creative Talents. And also,individual policy factors such as social environment, intellectualproperty and environment protection have a significant influence onaccumulation of Creative Talents. The current situation of thefactors listed above is not satisfactory to Creative Talents and needto be improved in the future. On the premise of a good work of groundwork at macro level, Shanghai government should take relativepolicy to solve problems. In so doing, lots of Creative Talents willbe attracted to Shanghai and the Creative Industry development willprosper.Based upon the innovative issue and independently acquisitiveddata, this thesis draw a innovative conclusion.
