At present, China’s public security situation is very grim. A kind of criminalactivities is frequent and escalating. At the same time, China’s social contradictionsare in the acute phase. As the strength of the armed nature of the national criminaljustice, police force was placed in a prominent position in the disposal of all types ofcases and maintaining social stability. In order to maintain the social stability ofTianjin and build a harmonious socialist society, improve the job performance of theTianjin public security organs, strengthen the public responsibilities of junior officers,reducing the moral hazard of the junior officers, junior officers’ work, initiative andcreativity are important.The incentive mechanism is a way to encourage guest interaction of subject andmotivate a theoretical system to reflect. In order to make police efforts to complete thetasks assigned by the public security organs, in order to achieve the goal of a publicsecurity organ, it is necessary to use a variety of effective methods to mobilize theenthusiasm and creativity of the police. Therefore, the most fundamental purpose ofpublic security team management incentive mechanism of the correct induction of thepolice’s work motivation and enable them to achieve objectives of the public securityorgans to achieve their own needs, an increase of their satisfaction, so that theirenthusiasm and creativity to continue to maintain and carry forward down, which canbe said that good or bad use of incentives is an important factor in determining therise and fall of a unit to a certain extent, the use of incentives has become a veryimportant issue faced by each unit. However, due to the shackles of traditionalphilosophy, the Tianjin public security organs in the human resource managementincentives, there are still some problems. Therefore, according to nationalcircumstances, and constantly improve the Tianjin public security organs in thehuman resources incentives, and gradually increase the credibility of the publicsecurity organs and the execution is very important.This paper tries to find a way to improve the practice of the path of the publicsecurity department of human resources management incentives. Explore China’spublic sector human resource incentives theory based on the combination of the statusof public sector human resource incentives, in-depth analysis of the problems ofTianjin public security organs in the human resources incentives and further explorethe Tianjin public security organs in human resource management incentives methods and measures.
