In the new period, facing the complicated and diversified international and domestic form,Chinese Party Central Committee called the whole society to learn and establish learningorganization Based on the financial cadre system, this paper explore how to combine thelearning organization theory and the financial cadre training mechanism, in order to establishmechanism to improve the quality of cadres in the long term.This paper firstly through the literature review and theoretical summary, based on thecorrespondence of learning organization theory and financial cadre training system,hypothesized the theoretical assumptions among learning organization, organizational factorand training performance. Secondly, we used the method of stratified sampling and randomsampling to do the questionnaire, collecting original data. Thirdly, based on the data from thesurvey, this paper used structural equation model to do the empirical research. Finally,according to the results of the model analysis, we do some necessary correction for initialmechanism, then obtained the present financial cadre training system, and gave some specificpolicy recommendations according to the results of this research.Through the structural equation model, this paper tested and verified the researchhypothesis, and supported the positive role of common aspiration and mental models inpromoting raining performance significantly, supported the positive role of learningsubsystem, personnel subsystem and knowledge subsystem in promoting common aspirationand mental models. Based on this, this paper took some corrections to the financial trainingwork mechanism, illustrated the construction of learning organization subsystem can improvethe learning organization factors level so as to promote the training performance;pointed outthat at present, learning subsystem, personnel subsystem, knowledge subsystem and commonaspiration, mental models are point of work to improve training performance; emphasize tomake training performance get lasting improve and consolidate, we must be integrated withlearning organization subsystem and the learning organization elements at the same time so asto form a benign circulation.
