All the competitions between enterprises fall into the intellectual capital competition although it seems that the enterprises compete either in emphasizing their products or the quality and variety of their services, the speed of the renovation of their technology or producing new products to meet the needs of the market. Therefore, the key for an enterprise to win in the competition lies in how to enforce the obtainment and development of its intellectual capital and how to improve the organizational learning capacity. Training is an important channel to gain the staff strength, to form the superior competition capacity, and to make the enterprise prosperous.The author of this article is trying to establish a modern enterprise training system on the basis of organizational learning by analyzing the intellectual capital theory, the organizational learning theory, and a thorough study of the current enterprise training and its development tendency from the point of view of an enterprise administrator. The establishment of the modern enterprise training system can help the enterprise to develop its intellectual capital efficiently, improve its organizational learning and adaptation capacity so as to promote its center competition capacity.This article consists of the following five sections. The first section introduce the training is the strategical requirement of the enterprises. The second section deals with the study of the intellectual capital theory, the organizational learning theory, and the learning organization theory. It also theoretically analyzes the relation between the organizational learning and the training. The third section mainly analyses the current condition of the staff training of foreign enterprises, the new theory and tendency of present training, and the main pattern of enterprises training. The fourthly section introduction the actuality of MEED, and mainly analyses the existing enterprise-training model and the existent question.
