Performance refers to the act of work and activities of the main achievements or positive results. Performance Management was first used in enterprises. Since the 1980s, it has been widely introduced into government administration. Performance management is the management of government from enterprise management and effective form of a product. Government Performance Assessment is the core of performance management. It is to improve the effectiveness of government management and enhance the quality of government services, a powerful tool. Government Performance Assessment is not only conducive to public scrutiny, and conducive to government departments to improve the targeted measures in order to promote administrative efficiency and the government to improve the productivity. In the late 90s, the idea of performance evaluation after the introduction of our country, that is caused by the government departments at all levels. In recent years, China's assessment of the performance of government departments have made great achievements, but there are still the main assessment of a single, imperfect evaluation system, the law does not sound a lot less, and so on.First of all, this paper described the performance evaluation of the background research and theory, an analysis of government performance in our assessment of the need to implement; followed by the Government to assess the performance-based research, analyzing the performance of local governments to assess the current situation and existing problems; and then, Introduced a foreign government to assess the performance of our experience and the actual situation both at home and abroad and comparative assessment of the environmental performance of the similarities and differences on how to learn from advanced foreign experience to explore the preliminary; Finally, combined with government performance evaluation system implemented in practical experience in Nanhai District of Foshan City, using empirical analysis, analyzed the strengths and weaknesses of the Government Performance Evaluation System in Nanhai District, and put forward our government to promote an effective performance evaluation carried out by a number of recommendations: Must be adhere to based on the concept of scientific development to guide, public-oriented, Adhere to the principle of the openness and transparency, Emphasis on both efficiency and fairness. Introduce professional assessment and research institutions; strengthen the performance assessment of the theoretical research, strengthen the institutionalization and the Legalization of the assessment. Use methods of the combination of the region as a whole, the combination of general and special, the combination of qualitative and quantitative, establish a scientific assessment of the performance of the system. Strengthen feedback and application of the results of the assessment. Integrity the monitoring mechanism, ensure the fairness and authority of the performance results.
